IPS officers are selected either on the basis of the Civil Service Review or on the basis of State System Officers’ assistance. Vacancies in the IPS system are determined on the basis of vacancies in the position of Superintendent of Police. Consequently, there are two degrees of SP rank gradation.

As per the Seventh Wage Commission, these are ranks 11 and 12. As a result, IPS officers remain in the rank of SP until the 13th year after being qualified to be elevated to Senior Police Superintendent (SSP). The junior-level on an IPS state frame is ASP rank.

As a result, new IPS hires are posted in a supernumerary capacity as Assistant Police Superintendent (only for training purposes for two years and after that for 1 year) before they are officially put in charge of an area (Superintendent of Police In-Charge of an area).

What is Cadre in IPS?

The structure is nothing but a state or coalition of States/Union Territories to which All-India Services officials, such as the IAS and IPS, are related. IAS officers normally operate in the same system during their career after being assigned to a certain Cadre, unless they go for a deputation from the central government. This is a comprehensive answer to What Is Cadre In IPS?

How IPS Cadre is Allocated? IPS Cadre Allocation

If you are wondering How IPS Cadre Is Allocated? The  IPS Cadre Allocation system is largely unique.  Achieving the top rank in the civil service review of the Union Public Service Commission (UPSC) does not mean that a frame of their choosing will be assigned to one. The system allocation policy for all-India Services, Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS) was updated by the new government standards in 2017.

According to the Department of Personnel and Training (DoPT) Office Memorandum (OM), the vacancies will be decided by the Ministry of Home Affairs (MHA), the Ministry of Land, Forests and Climate Change (MoEF&CC) Cadre Governing Authorities. According to the Department of Personnel and Training (DOPT) Office Memorandum (OM), the vacancies will be determined by the Ministry of Home Affairs (MHA), the Ministry of Environment, Forests and Climate Change (MoEF&CC).

Scheduled Caste (SC), Scheduled Tribe (ST) or Other Backward Groups can decide the vacancies according to the vacancies available in different offices, including the reserved categories (OBC).

How a Candidate can Choose the Cadre?

In the descending order of preference as per the alphabetical order, candidates can choose their frame. For instance, because of the alphabet ‘W’, a West Bengal candidate has to hold his state in the last order as the state falls last among all states. The candidates have to pick their order of preferences in this manner.

Applicants who do not designate a particular Cadre zone will consider that they do not have any preferential zones or Cadres of their choosing.

Applicants under the visually challenged quota would have an extra chance to pick their choices.

The first preference can be conveyed by the candidates appointed to their home region as the region in which the home Cadre lies.

These are the five zones that are to be for joint Cadres or states division.

Five Zones

  • Zone 1 is AGMUT, Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Punjab, Rajasthan and Haryana
  • Zone 2 which includes Uttar Pradesh, Bihar, Jharkhand and Odisha
  • Zone 3 which consists of Gujarat, Maharashtra, Madhya Pradesh and Chhattisgarh
  • Zone 4 is West Bengal, Sikkim, Assam-Meghalaya, Manipur, Tripura and Nagaland and
  • Zone 5 comprises of Telangana, Karnataka, Andhra Pradesh  Tamil Nadu and Kerala

Can IPS get Home Cadre?

The foundation course for the 2020 batch started at LBSNAA (Lal Bahadur Shastri National Academy of Administration) on August 24. A similar pattern can be expected for 2021.

When an IAS aspirant clears all three stages of the Civil Services test, the Cadre Allocation is the next thing on his/her mind. Many candidates might be trying to find the answer to  “Can IPS Get Home Cadre?”

Generally, it is not possible for an IAS/ IPS officer to get his home Cadre. There is a very slim possibility of that, though. This is only possible if you get a really high rank and then there are openings in that year for your position in your home state. In addition, as a home state, you should have offered your first preference. On top of that, the government retains an IAS officers ‘outsider to insider ratio that is a ratio of 2:1.

Some more Information

So, as you can see, there is a very tiny possibility that an IPS officer will be given his home base. The home state is never given to the elector in such situations. There are a few cases in which an officer is willing to alter his Cadre.  Let’s explore how his allocated framework can be modified by an IAS officer. You’ll also get ideas about how to get home Cadre in IPS.

How to Get Home Cadre in IPS?

The rules of the Civil Services System Transition are given below:

  • An officer can require a change in his Cadre on marriage to another officer from another Cadre. Here, his home Cadre will not be approved.
  • In the case of an inter-Cadre transition on grounds of marriage, the first effort should be to ensure that the applicant is approved by the partner’s Cadre.
  • If one of the officers is not approved by both spousal Cadres, the government would consider switching to a third frame.
  • Only if both partners are IAS officers is this kind of Inter-Cadre transition necessary. If an IAS officer marries every other central/state/public sector enterprise employee, it is not allowed.
  • Changing the Cadre is often allowed because of extreme hardships. And here, no move is permissible to the home Cadre.
  • Deputation to another Cadre is another alternative. Here, it is possible to deputise an officer with his home Cadre. Yet he/she must have performed 9 years of service for this. The maximum period for which he/she will live in the home system is also 5 years and normally not more than 3 years at a time.

The Best Cadre for IPS

It relies on several variables. The home state is the perfect place to operate when one is well educated and understands the essence of individuals well. When it comes to selecting that framework, it would focus on where the claimant belongs.

If he/she comes from North India, then he/she will obviously be looking for a North Indian state.

If the applicant chooses between North Indian states, he/she will search for the language he/she is happy with. If he/she comes from a Hindi belt, then obviously, instead of moving to West Bengal or Odisha, he/she would like to work in a Hindi-speaking province, since all are the North Indian States. The Central States and eastern Indian Cadres are normally very complicated,

Including most of Jharkhand’s Naxal Affected Cadres, Orissa, Chhattisgarh,

Punjab and Haryana, Gujarat are still the strongest of the remaining Cadres, the southern state Cadres are almost on the same track, but Karnataka is now declining.
