Centre-State Related to Territorial Powers Article 245(1): Parliament is competent to make laws for whole or any part of the territory of India. The legislature of State may make laws for whole or any part of State. Article 245 (2): Laws made by Parliament can have an extra-territorial effect (outside of Indian Territory). Laws of Parliament also govern the Indian Subjects and their property in any part of the world. For certain UTs like Andaman & Nicobar, Lakshadweep and Dadra & Nagar Haveli, regulations made by the President have the same force as the Acts of Parliament and such regulations may repeal or amend a law made by Parliament in relation to such territory.
