Correct Option is Only 1

As per the Indian Council Act, 1892 Statement 1 is correct: Non-official members (Indians or Nominated) in the Legislative Council were increased, but they were still not in majority. Statement 2 is incorrect : Rights of Legislative Council were also increased and now they can discuss the Budget and ask questions (but cannot vote). The Indian Council Act 1892, provided for 'indirect elections' but the word 'election' was not used.
