Answer

Correct Option is 1 and 3

The States having bicameral system, the state legislature consists of the governor, the legislative council and the legislative assembly. The legislative council (Vidhan Parishad) is the upper house (second chamber or house of elders), while the legislative assembly (Vidhan Sabha) is the lower house (first chamber or popular house). Legislative Council is not subject to dissolution. It is a permanent body unless abolished by the Legislative Assembly and Parliament by due procedure. But no person can be a permanent member of the Council as one-third of the members of the Council retire on the expiry of every second year. It amounts to a term of six years for each member. There is no bar on a member getting re-elected on the expiry of his term (can be elected any number of times).Hence statement 1 and 3 are incorrect and statement 2 is correct.
