The National Commission for Scheduled Castes (SCs) is a constitutional body in the sense that it is directly established by Article 338 of Constitution. National Commission for SCs came into existence in 2004. It consists of a chairperson, a vice-chairperson, and three other members. They are appointed by President by warrant under his hand and seal. Their conditions of service and tenure of office are also determined by the President. The Commission had to originally investigate all matters relating to the constitutional and other legal safeguards for the OBCs and the Anglo-Indian Community and report to the President upon their working. But, the establishment of the National Commission for Backward Classes (Article 338-B) via 102nd Constitutional Amendment Act 2018 has deprived the NCSC of the power to investigate into matters for Backward Classes.
